The Sunnyvale El Camino Real Corridor Specific Plan (ECR Plan) project kicked off in July 2015 and is expected to continue through the beginning of 2018. Key stages in the planning process will include a thorough El Camino Real profile, or existing conditions analysis; the preparation of alternative and preferred land use and circulation concepts, development standards and design guidelines; and a comprehensive ECR Plan and Environmental Impact Report (EIR). There will be multiple opportunities for the community to get involved through a range of stakeholder and advisory committee meetings and community workshops planned throughout the process. The purpose of the ECR Plan is to refine and guide the future vision of Sunnyvale’s El Camino Real as a vibrant, mixed-use corridor with improved streetscapes and safer environments for walking, bicycling and other modes of transportation. The ECR Plan will update and build on the successes of the 2007 Precise Plan for El Camino Real and the corridor’s assets, and will include a comprehensive strategy to address land use, economic vitality, building forms, multimodal connectivity and the streetscape (sidewalks, landscaping and public space).
The Plan Area (properties directly subject to the development standards and regulations in the 2007 Precise Plan for El Camino Real) comprises approximately 350 acres along the 4-mile Sunnyvale El Camino Real frontage. The Study Area consists of properties within ¼ mile on either side of the roadway centerline and are those properties that are immediately impacted by developments in the Plan Area.

The ECR Plan project is a collaboration between City staff, stakeholders and community members, and the consultant team. The City Council combined and highly ranked two study issues (CDD 14-09 and CDD 14-14) in January 2014 to update and clarify policies in the Precise Plan for El Camino Real. (Visit StudyIssues.inSunnyvale.com for more information about the City's study issue process.) The original Precise Plan for El Camino Real was completed in 1993 and last updated in 2007. Since that time, market conditions have continued to evolve and development interest in the Sunnyvale El Camino Real corridor has greatly increased. Although the 2007 Plan enhanced the vision for El Camino Real, it does not provide enough specificity to effectively guide development and address the challenges the community has raised. The City is funding this community planning effort in part with an MTC and ABAG Priority Development Area (PDA) grant.
El Camino Real is the oldest transportation corridor in the City of Sunnyvale. It existed long before the incorporation of the City as part of a continuous roadway linking the 21 Spanish missions from San Diego to Sonoma. Within the Peninsula and South Bay Area, it is now a State highway, Route 82. Although major north-south freeways have been constructed on either side of it (Highway 101 and Interstate 280), it continues to provide an important transportation link among the 19 cities and two counties through which it passes.
Today, El Camino Real remains an important regional connector as well as a valuable economic asset to the City. The corridor hosts a range of land uses, including general commercial and retail, automobile dealerships, hotels, multi-family residential, and restaurants. It is the most traveled multi-modal corridor in the City, and serves the needs of local neighborhoods as well as the region.
PURPOSE OF A SPECIFIC PLAN
The purpose of a Specific Plan is to provide the City, property owners and businesses with a guide for future development. The ECR Plan or Specific Plan will not only provide general vision and broad policy concepts to guide development, but also provide the details on the type, location and scale of uses and define the capacity and design of needed public improvements and infrastructure. The Specific Plan will also determine the resources necessary to finance and implement the public improvements and infrastructure needed to support the vision for the area. The intent is to provide design standards for the public realm to give the area a unique identity and the foundation to attract quality projects that will enhance the community. The Specific Plan will address market constraints and opportunities for a variety of uses, and evaluate the appropriateness of other uses necessary to create a vibrant, mixed-use corridor. The goal is a Plan that contains policies, land use regulations, design standards, a public improvement program and expectations for community benefits.
